What it measures
Measured sales per month in that grader’s own market, not a guess and not an average across graders. A card can be worth a great deal in a market where nothing trades, and a graded card you cannot sell is a graded card you are holding. The gap between graders here is routinely large enough to change the answer on its own.
0.5 sales a month rates 0 points; 60 sales a month rates 100. Going from one sale a month to five changes whether you can sell at all; going from a hundred to two hundred changes nothing.
